Background:
Vincent was a journalist working for the Liminal Buzz, a publication dedicated to uncovering the truths to this world. But truth, as he discovered, is nothing more than a double-edged sword. His fall began with a simple submission—an article praising the very beings we’ve sought to rid. His words, though wrapped in a veneer of admiration, were a sin. We do not need any more deluded believers. He has paid the price and it is almost certain he won't risk another attack on us. Currently, he's one of them.
Precautions:
As of now, he does not pose a threat. He simply wanders about on his self-proclaimed level. It must be noted that due to his capabilities, attacking him is near impossible without succumbing to his despair-inducing abilities, which will be expanded upon below. Outside factors, such as him being well-known, might expose our organisation to the public. Due to this, it is highly recommended not to take action until further commands are given. He is, however, still closely monitored by our personnel situated on Level 979.
Abilities:
-Despair Inducement:
When within Vincent’s proximity,1 feelings of depression, hopelessness, and despair enter you. The closer you get to him, the more these feelings will intensify. Do not succumb to those thoughts, as they are temporary.
-Despair Fission:
Vincent is able to form a concentrated mass of physical despair that may attain sentience. There are about 80 instances of this happening, being the “Butlerflies” of Level 979. It is currently unknown how he does this or if he is able to create more, though it is highly suspected that it is done by manifesting life force through his own despair.
-Despair Ooze:
This viscous fluid that is emitted by Vincent may cause psychological damage to anyone who may come in contact with it. Symptoms touching Despair Ooze are the exact same as his Despair Inducement ability. As before, remain focused on the mission, as they are nothing more than passing thoughts.
Routine:
Vincent’s routine usually consists of staying in his room.2 He does, however, occasionally wander the halls of Level 979. This happens at random intervals and there is no clear pattern of when he does so. Due to this, it is near impossible to map out a specific routine of his.
However, this routine can be interrupted. Should someone get too close enough to “Despair” to trigger his Despair Inducement ability, he would flee back into his room, not leaving for a couple of days.3 Please try to distance yourself if you are tailing him as there could be unwanted psychological effects on both you and the target.
As of now, surveillance of his room is done via microphones and cameras. Should any disruption to his routine occur, all personnel situated on Level 979 are to investigate further.
Allies:
-Cupid
As of now, Cupid seems to be the only one in cahoots with “Despair.” Cupid seems oddly reminiscent of Philia, though we are unable to confirm whether they are one of the same. It is important to note that there is no sighting of both of them at the same time. Cupid has been seen to be capable in combat, albeit rarely, making her a potential threat. It is unknown if she is one of them, though she isn't high on the priority list. Hence, their position is currently marked as TBD.4 As of now, gathering information on them is our utmost priority.

Date: 30/11/2003
Subjects: Vincent D. Oakes, Cupid
Vincent: It’s been years… yet my mind always wanders to you. I wonder how you’re doing… Do you think they’ll forgive me too?
[Knocking can be heard]
Cupid: Am I interrupting anything?
Vincent: No. Please, come on in. Would you like a cup of tea or anything else?
Cupid: It’s alright.
Vincent: Why’d you come to visit at such a peculiar time? You don’t typically visit without telling me beforehand.
Cupid: Well, I just felt like visiting a dear friend of mine. Is that so wrong to do?
[Both of them share a chuckle before falling into an awkward silence]
Vincent: Do you… think she’ll forgive me?
Cupid: Vincent… We spoke of this before. Her death was not your fau-
Vincent: No, not for that. For what I did. To avenge her.
Cupid: Well, everyone makes mistakes. Sure, it takes courage to confront your nightmares, but it takes more courage to move on from it, and to better yourself.
Vincent: But… What if they were like Mandy? What if they had a family to go back to? And I just ruthlessly took that away just to… move on? Like the pathetic loser I am? It’s not like I can go back to apologise or anything…
Cupid: For one, I wish you would be kinder to yourself. You really are a beautiful human being. Not many can handle the burden of hearing hundreds of complaints about the management of the hotel on a daily basis and still have their best interest in your heart. Please remember how wonderful you are. And as for everything else, well… I know it’s not always easy, but sometimes the best we can do is make peace with our choices, trusting that your heart will guide you in the right direction. Take comfort in knowing you are doing your best.
[There’s silence for a short while]
Vincent: You’re right, thank you, really. I don’t know what I’ll do without you.
Cupid: So, have you made up your mind? What is it that your heart is telling you to do?
Vincent: I think… I’ll do this hotel gig a little longer. Maybe it’ll further distract me from my woes. It’s best if I don’t involve myself with them anymore. This is all I have left and I can’t lose everything again. Thank you, once again.
Conclusion:
Based on current assessments, Vincent no longer poses an active threat to our operations. However, we will continue to monitor his actions closely. As a result, his threat and priority levels have been adjusted from "high" to "low." Please be prepared to reassess these levels should new developments arise.
